    Since Azerbaijan’s emergence as an independent nation in 1991, the US-Azerbaijan The Republic of Azerbaijan and the United States uphold a vision for a peaceful and prosperous future in Eurasia. Therefore, Azerbaijan actively promotes the ideas of tolerance, inclusiveness and inter-cultural dialogue and takes a leadership role on regional integration projects. Both the Americans and Azerbaijanis share a deeply rooted understanding that their respective societies are built on civic identity, which rejects discrimination on the basis of ethnicity, race, religion and gender. Today, the government–to-government contacts, parliamentary visits, business, professional, academic, student, media and other civil society exchanges all contribute to the wide and rich mosaic of the US-Azerbaijan partnership.


    Political history Azerbaijan declared its independence from the former Soviet Union on August 30, 1991, with Ayaz Mutalibov, former First Secretary of the Azerbaijani Communist Party, becoming the country's first President. Following a massacre of Azerbaijanis at Khojali in Nagorno-Karabakh in March 1992, Mutalibov resigned and the country experienced a period of political instability. The old guard returned Mutalibov to power in May 1992, but less than a week later his efforts to suspend scheduled presidential elections and ban all political activity prompted the opposition Azerbaijan Popular Front Party to organize a resistance movement and take power. Among its reforms, the PFP dissolved the predominantly Communist Supreme Soviet and transferred its functions to the 50-member upper house of the legislature, the National Council.Elections in June 1992 resulted in the ion of PFP leader Abülfaz Elçibay as the country's second president. The PFP-dominated government, however, proved incapable of either credibly prosecuting the Nagorno-Karabakh conflict or managing the economy, and many PFP officials came to be perceived as corrupt and incompetent


    Azerbaijan has a strong moral, cultural, scientific and economic potential, the favorable geographical-political position and is particularly famous for the rich natural resources. Oil occupies an important place among these reserves. As the result of the global, wide-scale and comprehensive policy conducted wisely by the national leader Heydar Aliyev, deep belief and resoluteness and purposefully and consequently oil serving its master -the Azerbaijani people, aims to ensure the political independence, economic prosperity and people's welfare to date.


    After the Republic of Azerbaijan gained its independence the policy pursued under the leadership of the national leader Haydar Aliyev has ensured implementation of large-scale reforms in all the spheres of the economy. The introduction of an adequate tax policy into the market relations has also its own significant share among other reforms such as improvement of administration, privatization of state property, structural reforms carried out in the economy etc. During recent years there has been done much work with respect to formulating an efficient tax system, improving its legislative basis, raising the level of professionalism of tax body employees, creating an efficient tax environment and tax culture. Since 1999 the works carried out in terms of structural changes in tax authorities enabled to achieve a systematic, robust structure which is also easy to coordinate and to apply a mechanism for organizational management.The dynamic development of the domestic economy requires the continuation of works related to formulation of a civil tax service in Azerbaijan. The State Program on Improvement of the Tax Administration of the Azerbaijan Republic is the next stage of reforms to be conducted in this area.

    Azerbaijan is a member of the United Nations, the Organization for Security and Cooperation in Europe, NATO's Partnership for Peace, Euro-Atlantic Partnership; World Health Organization, the European Bank for Reconstruction and Development; the Council of Europe, CFE Treaty, the Community of Democracies; the International Monetary Fund; and the World Bank.Azerbaijan has formal involvement with senior ex-US government officials including James Baker and Henry Kissinger as they serve on the Honorary Council of Advisors. of the US–Azerbaijan Chamber of Commerce .USACC is co-chaired by Tim Cejka, President of Exxon Mobil Corporation and Reza Vaziri, President of R.V. Investment Group and Chairman of the Anglo Asian Mining Plc .

    Azerbaijan Republic restored its state independence in 1991, started to realize its sovereign rights and conduct independent policy in economic field. Major directions of this policy were transition to economic system, created in base of different forms of property, market economy and integration to world economy. Economic development existed in country since period of independence till now can be divided in two main stages. First period was economic chaos or regress covering 1991-1995. Second is period of macroeconomic stability and dynamic economic development lasting since 1996.
